Elder Scrolls Online Weapon Swap
Each weapon set has an ability shortcut bar, so your second weapon set can have its own set of six abilities. One thing I've never enjoyed in any game that has it, is weapon swaps. I never understood the purpose, as a new user your lead to believe you have a minimalist action bar with few skills then after a few levels your suddenly introduced to a 2nd action bar. You now have double the abilities you had before this token level you are required to hit before weapon swaps are opened up. The base interface in these games are also never designed to display skills in a way that supports bar swaps, durations/cooldowns etc.
In ESO, you have two weapon types. Magika(staves) and Stamina(everything else) so for Magika builds you just have two staves. Is there even a point to having a weapon swap then? Why not just have 1 action bar with 10 buttons and an ultimate(or 2). For Stamina, at least you can use dual wield, sword+board, 2hander or Bow. There is variety here and swapping weapons can actually have a pronounced effect, although the reality is that the meta dictates that dual wield/bow is the standard and you sit in melee 24/7 for stamina builds(outside of the rare bow/bow). Even then bow/bow has the same issues as staff/staff... why even have weapon swap if the weapon is the same? At this point your just forcing 2 bars of 6 instead of 1 bar of 12 which does little other than reduce keybinds I guess?
I think realistically from a casual perspective, being able to play as a mage with a sword and board weapon swap is prob a 'cool' concept and 'fun' to have albeit mostly useless outside of basic questing that you could do naked with fists anyway. I think if the option was there to use a single weapon and single 10-12 button action bar people would actually use it, I know I would.
From an end game perspective, at this stage the weapon swap is nothing more than filling a backbar with upkeep skills or dots. You swap to your back bar every 8-10secs and use a number of fire and forget skills then return to your front bar and spam 1-2 skills. Why has weapon swap devolved into this? Couldn't you just have everything on a single bar? Wouldn't this create more build diversity if choose a bow was a playstyle choice, meaning you are choosing to be ranged and you would have a host of ranged skills instead of swapping to a bow to fire off ranged skills in melee every 8secs?
Maybe im alone in this thought process, I personally find not enough class skills are used in builds and weapon/guild skills form so much of every classes build. Class identity is so low and playing one stamina class is almost identical to playing another apart from maybe 2-3 skills out of the 12 slotted.
Lastly, the weapon swap has one more major flaw in my eyes and that is toggle skills. Needing to put toggle skills on both bars so you don't lose the effect when swapping weapons is really poor design. This in itself indicates that Zenimax never intended for people to have rotations that covered bar swaps repeatedly every 8-10 secs or they wouldn't have designed skills like Boundless Armor, inner light, familiar/twighlight pets etc. Even the warden has skills like this that are not required on two bars, most likely a change Zenimax made because of where weapon swaps have gone over time.

The weapons featured in The Elder Scrolls Online are very diverse. They range from swords and maces to axes, bows, and daggers. They are essential tools of survival in Online, and can be bought, looted, forged, or received as a reward. Weapons can be upgraded with the right material. Players have the ability to weapon swap once they reach level 15, and receive an additional slot-bar for that Weapon.
